Issue
When attempting to publish to Tableau Public directly from Tableau Desktop, an unexpected "Unable to Complete Action...Error Code: C926DA9F" occurs.
Resolution
The issue was resolved by Salesforce as of July 9, 2024.
Workarounds
Salesforce has officially identified a workaround and another unofficial workaround has also been identified. Both are listed below.

As a potential workaround, use web authoring in Tableau Public or Tableau Cloud
Workaround 2 -
Save a packaged workbook from Tableau Desktop to desired file location. Log in to Tableau Public and upload the packaged workbook.
