The dot3svc or sometimes displayed as Wired AutoConfig, needs to be running. In services.msc the startup type should be set to Automatic so it starts on startup. Chances are if you see this service running you are good to go and you can pass any connectivity issues to networking and tell them you verified it got the policy.

If you want to really make sure, right-click the Ethernet adapter and select properties. You should see an authentication tab at the top like in the attached screenshot.

Obviously, you need to get into the machine to look at these services and that can be hard to do with no network connectivity. If you don't know the local admin credentials for the computer, chances are good that the computer's owner can log in because their credentials are cached.
