Chatter is a social media platform that lives within Salesforce. Anything you post via chatter on a record is visible to other users who can see that record. If you post on another user’s chatter feed, then that post will be visible to all users within the Salesforce environment.  

Chatter features (like feeds, profiles, groups, and more) can be used to share information, and collaborate.
