This article details the difference between the report interface in Salesforce Lightning and Salesforce Classic.

Salesforce reports are a list of records that meet the defined criteria. It’s displayed in Salesforce in rows and columns, and can be filtered, grouped, or displayed in a graphical chart. Features are very similar for reports in classic and lightning, however, lightning reports have additional features including multi-column dashboards, flexible layouts, and easier search and navigation.
In classic, the report interface will have your Fields Pane on the left, your Filter Pane on the top right, and your Preview Pane on the bottom right.
In Lightning, your Outline (or fields pane) is in the left tab, with your Filter (or filter pane) on the right tab, with the preview on the right. To edit the criteria, click on the filter tab and search for the field you would like to add logic to.
Note: make sure the "Show Me" filter is set to the correct setting.
