DocViewer is a tool that allows you to annotate student submissions directly in the course.  In a graded assessment, select the Speed-reader which opens the assessment using the DocViewer.  You can view and scroll through the student submissions to view files and assignments.  The Docviewer allows you to annotate the submission to provide feedback to the student.

Students can view the annotations on their submissions.
